InourPreliminaryReport,theCommissionoutlinedasetofGuidingPrinciplesandcriteriaforasset maximizationthatshouldbeconsideredforanyproject.InthisFinalReport,werecommendspecific pilotprojectsthatcouldbeidealforassetmaximization,aswellasamethodforsustainableasset maximizationthatincorporatesourprinciples,maximizesvalue,andprotectsourpublicpolicygoals. Despitethecurrentfiscalcrisis,theCommissionbelievestheStatehasanincrediblewindowof opportunityinwhichtoact.PresidentObama'srecentFederalstimuluspackageandthe administration'semphasisonpublic‐privatepartnershipsbodeswellforNewYork;itisourhope thatthisReportwillpositiontheStatetotakeadvantageofthesevariousopportunities,andprovide anapproachforlong‐term,strategicinvestmentinourassets. ThisReportrepresentsatremendousinvestmentofintellectualcapital.Overthepast180days,the CommissionhasreceivedabroaddiversityofinputfrompublichearingsheldinNewYorkCity, Buffalo,WestchesterCounty,AlbanyandLongIsland.Wehavesolicitedadvicefromelected officials,businessleaders,laborgroups,policyexperts,academicinstitutionsandotherkey stakeholders.ThemembersofthisCommissionhavedevotedsubstantialtimeandeffortto understandtheissues,complexitiesandtrade‐offsassociatedwithpublic‐privatecollaborations. Commissionersandstaffhaveconsultedawidevarietyofpublicandprivateentitiesthroughout NewYorkandotherstatesandcountries,tolearnfromboththeirsuccessesandtheirfailures. TheCommissionnotesthattherecommendations,projectsandprocessesinthisReportwere approvedbyamajorityofitsmembers.Additionally,notallmembersaresupportiveofthespecific projectsorthebalancebetweenpublicpolicyobjectivesandassetenhancementdescribedinthe Report. WearegratifiedtohavecompletedthisFinalReportandstandreadytoutilizetheknowledgewe havegainedtoassistyouinadvancingpublic‐privatepartnershipsinNewYorkState.Onbehalfof themembersoftheCommissionandstaff,Ithankyoufortheopportunitytoparticipateinthis importantwork.
