    Kitsap County Hazard Identification & Vulnerability Assessment
    EXECUTIVE SUMMARY Every four years, communities in Washington State must update their Comprehensive Emergency Management Plans (CEMP). To support this update, The Hazard Identification and Vulnerability Assessment (HIVA) is reviewed concurrently with the CEMP to validate hazards in the community to include natural, manmade and technological. The HIVA has been reviewed and updated by the Kitsap County Emergency Management Staff and any changes will be incorporated into the CEMP. Revisions to the HIVA are noted below. Since the last update in 2004 the following events have occurred in Kitsap County:
