    摘要
    本研究探讨人力资源发展之「训练与发展」、「个人职涯发展」与警察人员
    之组织承诺中之「价值承诺」、「努力承诺」、「留职承诺」相关性为探讨重点,
    同时检测人口统计变项对「训练与发展」、「个人职涯发展」与「组织承诺」认
    知上之差异性.本研究系以高雄市、高雄县、屏东县三县市警察局内之警察人员
    为研究对象,总计发放450份问卷,回收350份问卷,其中有效问卷为326份.有
    效回收率为73﹪.本研究结果发现:在教育训练的三个构面中以教育训练满意度
    最高,然而在个人才能增进与实际工作应用两方面,则有待加强.在「个人职涯
    发展」构面上认同奖励制度对升迁机会有帮助,表示警察人员肯定奖励制度的功
    能,确实对个人职涯发展产生诱因,然而在升迁方面,满意度相对偏低.警察人
    员对组织承诺多是认同的.警察人员之「教育训练满意度」与「实际工作应用程
    度」,对「组织承诺」最有影响力,因此教育训练的良瓠与否,确实影响到警员
    的组织承诺,在『个人职涯发展』方面,奖励与升迁制度皆对『组织承诺』具有
    影响力,警察人员感受到在组织中的发展性愈强,自然乐於对组织心怀承诺意识.

    Title of Thesis: A Study of the Relationship between Human Resource Development
    Practice and Organization Commitment— A Case of the
    Policemen in Kaohsiung City, Kaohsiung County and Pingtung
    County
    Abstract
    The present study aims at exploring the relationship between human resource
    development (HRD) practice (training & development, T&D; career development,
    CD) and organizational commitment (value; effort; retention) as well as the
    differences among demographics of the policemen in Kaohsiung City, Kaohsiung
    County, and Pingtung County. Four hundred and fifty questionnaires were distributed
    with 326 valid returns (73%). It is concluded that the participants were somewhat
    satisfied with the overall T&D programs; however, the programs did not actually
    improve their job-related competencies and applications to work at a desired level.
    For the CD construct, the participants recognized that the reward system was
    appealing and helpful for their career development; however, they were not satisfied
    with the promotion system. Moreover, "learning satisfaction" and "enhancement of
    individual abilities" significantly affect their organizational commitments, while both
    two dimensions "reward system" and "promotion opportunity" of the career
    development are significantly affecting their organizational commitment. That is, the
