序 Preface
时光飞逝,转眼间本协会成立迄今已20 年,蒙政府之支持,历任董监事之规划指导 及本协会同仁之努力,经过20年的成长茁 壮,如今已然成为渔政部门最大的外围组 织,业务项目亦随国内渔业发展情况及国际 渔业管理趋势而有所增加. 本协会执行远洋鲔,鱿渔业统计业务多 年,搜集相当多且宝贵的渔业统计资料及生 物样本,2009年度已将取得之资料系统化, 奠定虚拟鲔鱼研究所(VTI)的稳固基础.另 亦持续提升科学观察员素质,加强观察员在 职训练及语言技能,期增加我国参与鲔类渔 业管理组织(RFMOs)之区域性观察员计画人 数,进而增加我国对国际渔业资源养护的贡 献. 在渔船船位监控方面,2009年除续辅导 中小型鲔延绳钓安装自动发报器外,亦将兼 营珊瑚渔业渔船纳入监控对象,目前本协会 监控渔船数达2,257艘.另大西洋超低温船以 电子渔获日志回报渔获已有4年,成绩令人 满意,为鲔鱼渔获日志电子化之先驱. 在渔业合作方面,本协会除提供必要的 合作与法规资讯外,更积极协助我业者与沿 海国进行联合投资,或协助沿海国提升其管 理能力,增进双边互动关系.国际动态对我 国远洋渔业发展息息相关,本协会亦积极参 与国际渔业管理组织相关活动,维护我远洋 渔业权益. 鉴於两岸在渔捞及水产养殖有相同之 处,两岸在渔业问题方面有赖彼此之了解, 董事长 2010年3月 未来,公海渔业管理将更趋严苛,本协 会在协助政府管理渔业方面上,所扮演之角 色也愈加重要,期许本协会能成为政府的得 力助手,使台湾远洋渔业能永续经营. 方可取得对岸的信任,未来本协会亦将努力 促成两岸渔业之交流,人员互访.
 This year this Council celebrates its 20 th Anniversary, and it happens in a blink of time, like it was yesterday. Thanks to the full support of the Fisheries Agency, the support and guidance of directors and supervisors and the efforts of its staff members for their devotions, this Council has become the largest government funded fishery organization, serving as a supporting hand in supplement the administrative work of the government. International fisheries management is rapidly changing in the course of human development and changes in environment, so is the work in fisheries administration. The short history of this Council is only a fraction in the long lasting road of fisheries development ahead, and the work of this Council will keep on so long as fishery remains in function. In the work of compilation of fisheries statistics for tuna and squid fisheries, the development of the Virtual Tuna Institute in 2009, will serve as a model for continued exchange of research results among researchers for this Council acting as coordinator. In addition, this Council will continue to enhance the quality and professional skill of national observers, in order that they can participate in the work of regional observer program of tuna RFMOs, to enhance Taiwan's contribution in the work of fisheries management in regional bodies. In the work of vessel monitoring, there were 2,257 vessels under monitoring by the monitor center of this Council in 2009. The result of pilot program on electronic logbook system implemented in the past 4 years by bigeye targeting longline vessels in the Atlantic Ocean worth commendation.
