HS-3 at Fields Not a Done Deal
By Judy Stearns The special exception for the new high school proposed for Fields Farm has not yet been granted by the Board of Supervisors. Without that permit, the high school construction cannot begin. The County Planning Commission held a public hearing on Monday, March 19th at which about a dozen speakers gave their views. Only five speakers were residents of Purcellville; two who spoke in support of the high school at Fields, Mary Moorcones and former Council Member and mayoral candidate Karl Phillips and three in opposition, Planning Commissioners and business owners, Dennis Beese and Joan Lehr and former mayor Bill Druhan. Purcellville Town Council Mayor Lazaro and Council member Tom Priscilla gave a detailed presentation reiterating their concerns with transportation issues the school would create as well as type of wastewater system the County would use. Alternative systems, interim systems and communal systems are generally prohibited under the joint agreement called the Purcellville Urban Area Growth Management Plan (PUGAMP). Communal Systems may be permitted in the Urban Growth Area (UGA) to serve rural hamlets on existing A-3 or CR-1 properties in the UGA, subject to Commission Permit approval if the proposed hamlet development achieves the guidelines documented in PUGAMP. (Language found on Page 45 in PUGAMP document.) Mayor Lazaro said that in 2001, the County knew that it could not use traditional systems for an elementary school and high school. "They knew six years ago," he emphasized. "Their engineer (Rickmond Engineering) said in a letter dated October 19, 2001, regarding utility cost estimates, "This cost represents the cost of the septic tank system to serve only the elementary school. The drainfield cost estimate is also only for that portion of drainfields to serve just the elementary school.
