Today, we have heads of government, investors, traders and representatives from intermediary agencies and financial institutions in African countries and places all over the world with us. May I extend my warm welcome and sincere gratitude to you on behalf of Henan Provincial Government and the Organizing Committee of Expo Central China 2013. 中国同非洲的友好关系由来已久,特别是中国改革开放以后,中非的贸易空间无限扩张,贸易额度不断增加.今天,在双方共同努力下,中非关系已经进入全面发展的快车道.双方成立了中非合作论坛,构建起新型战略伙伴关系,各领域合作取得显著成果.2012年,中非贸易额接近2000亿美元,中非人员往来超过150万人次.截至去年,中国对非洲的直接投资累计超过150亿美元.今年是中国向非洲派出医疗队50周年.中国汶川特大地震发生后,非洲国家纷纷伸出援手,这份情谊让中国人民备感温暖. China and African nations enjoy longstanding friendship. It is particularly true after adopting the reform and opening-up policy. Since then, the trade between China and Africa has saw explosive growth with ever increasing trade volume. Now under our joint efforts, Sino-Africa relationship is developing rapidly. Two sides have launched Sino-African Cooperation Forum, built new strategic partnership and yielded remarkable achievement in the cooperation of various fields. In 2012, the trade volume between China and Africa mounted nearly 200 billion USD and the number of personnel exchanges exceeded 1.5 million. By the end of last year, the accumulative direct investment made by China to Africa had notched over 15 billion USD. This year marks the 50th anniversary of dispatching Chinese medical team to Africa. After the devastating Wenchuan Earthquake, African nations have reached out helping hands, which makes Chinese people feel extremely warm. 河南省与非洲的经贸关系也十分密切.2012年,我省与非洲国家进出口总额约18.5亿美元,同比增长12.4%,其中出口15.8亿美元,同比增长22.1%,进口2.65亿美元.非洲毛里求斯、塞舌尔等国企业已经在河南投资.我省对外经济技术合作业务的国家和地区主要分布在非洲.2013年对外承包工程和劳务合作完成额增长可达12%,矿业、农业和房地产业等对外经济合作各项业务有望保持稳定增长.2012年,省政府出台了《关于实施对外开放"走出去"的指导意见》,全省合力实施"走出去"战略,企业业有愿望、境外有市场、政府有政策良好氛围基本形成. Henan Province has very close trade and commerce ties with Africa. In 2012, the total foreign trade volume between our province and African nations was around 1.85 billion USD, up by 12.4% compared with the previous year. Among which, the export volume was 1.58 billion USD, a year-on-year growth of 22.1% and the import volume was 265 million USD. Companies from Mauritius and Seychelles and other African countries have begun to invest in Henan. Besides, our economic and technological cooperation with foreign nations and regions is mainly concentrated in Africa. In 2013, it is expected that the number of completed foreign contracted engineering projects and cooperation will grow by 12%. It is also projected that foreign economic and cooperation in mining sector, agriculture and real estate will see stable growth. In 2012, as the whole province is carrying out the Going Global strategy, the provincial government issued Guidance of Implementing Going Global Strategy of the Opening-up Policy as a means to respond to the need of enterprises longing to go global, and the demand of international markets. 河南作为华夏文明重要发祥地之一正在崛起.中原大地正春风,河南振兴气势宏.我省依托得天独厚的区位发展优势,紧紧抓住难得的机遇,坚持以科学发展为主题,大兴求真务实之风,以城市新区和产业集聚区为主要载体,努力把河南打造成新型工业化的试验区、新型城镇化的示范区、新型农业现代化的先行区,走出一条工业化、城镇化、农业现代化"三化"协调发展的新路. Henan Province, the cradle of Chinese civilization, is rising. It is embracing prosperity and rejuvenation. Relying on its unique geological advantage, Henan Province has seized unprecedented opportunity to seek scientific development and pragmatism. Through the building of new urban districts and industrial clusters, it is targeted towards building Henan into a pilot area for new type of industrialization, demonstration area for new type urbanization and a pioneer of new type of agricultural modernization. It is poised to achieve the coordinated development of industrialization, urbanization and agricultural modernization. 中国贸促会及其中非联合工商会是本次研讨会的主要举办者.希望你们充分发挥促进对外贸易的重要桥梁和平台作用,进一步加强同非洲各国各地区的交流合作,为更好发展与非洲的对外贸易举办更多的活动,搭建更深更广阔的合作交流平台,创造更多机遇. At the same time, based on our exchanges and deepened understanding, we sincerely hope that African enterprises can promote your products marketable in central China or in Henan or organize purchasing delegations to purchase in China. Meanwhile, I hope African enterprises specialized in finance and aviation and other sectors can develop your business in Henan. The purpose of today's event is to inform more people that Africa is full of opportunities, wonder and friendship and the cooperation between central China and Africa is promising. In the meantime, more people come to realize through Zhengzhou Comprehensive Experimental Zone for Airport-based Economy that the local specialties of Henan are not only Chinese yam and jujube but also iPhone. During his visit to Africa, President Xi Jinping said: we are honest and sincere to African friends. We hope our cooperation is pragmatic and substantial and our friendship is true and genuine. Faced with new situations, Sino-African ties are becoming much more important. The common interests should be expanded and bilateral bonds shall be further enhanced. I believe that central China and Africa are able to complement each other's advantage and seek mutually beneficial outcomes.
